I have been on this EV tariff for four months and have noticed that the off peak rate tends to increase or decrease at random times and days is there anywhere i can look to work out what the off peak window will start and end so that i can make my charging as efficient as possible.thanks.

That is the whole point of IO.
It allows charging out of the normal off peak period, depending on surplus capacity. So there is not a way to predict when this will be.
Although if it is really sunny or windy, that is a good indicator.👍

Octopus makes the charging efficient cost wise. Just just need to make sure you do as much household stuff as possible while you do have a daytime slot.

IOG is listed as a supported tariff in Octopus Compare. With Agile it's updated at 4pm to show the rates up to 11pm the next day.

You get six guaranteed cheap-rate hours every night, from 2330-0530.
Hours at other times are only when you've asked to charge your car and when the grid is greener/cheaper during those periods. They're not predictable, they only exist when your car is plugged in and asking for a charge, and just because you've been given those slots doesn't mean your neighbour on IOG will also get them.
For anything other than EV charging, you're best off relying on the 2330-0530 period; anything else is a bonus.
(This is all explained on Octopus's website, on the pages for IOG.)

Or even the slots you are presented with at start, will not change. Seen that before..

Historically they were quite stable, but these days I am seeing multiple changes from the initial allocated slots pretty much every single charge session.
I certainly wouldn't depend on them not changing.
