Can a creditor arbitrarily reported a default on a DMP?

Apologies if this is the wrong place to ask. For the last 2 years I have been repaying an old debt back with a utility provider. Everything was all fine until recently when they reported a default. This heavily impacted by file, my score dropped like a rock and my credit cards reduced their limits.
The following month my score went right back to normal, and the default on my file disappeared. However, my cards still do not want to restore their limits, and I've lost thousands in pounds in credit.
Is the creditor able to simply report defaults like this? Their reps say something like "when setting up a plan this can happen" with little other detail. Any feedback would be really appreciated.

You would have to show you have suffered loss by the error of the utility provider.
By all means start a formal complaint but I can't see it getting anywhere.
