Land registry charges

Hello I've recently inherited a property along with my sister from our late mother. I am currently in the process of buying my sisters share as I want to remain in the property that has been my home since childhood. My parents bought the house in 1984 under the Right to scheme and the mortgage was redeemed in 2010 and we have a letter from the local borough who were the lenders confirming this. The problem is that this charge is still showing on Land Registry and is preventing us from moving forward. My solicitor has contacted the borough asking that they deal with the removal but the letter is passed from one person to the next with no one doing a thing. This is causing immense stress as we just dont know what to do. My solicitor is chasing them every few days but this has been going on for weeks now. Has anyone experienced anything similar or has any advice to move this forward. Thank you

You refer to Right to {Buy} scheme and a charge on the register so is there an actual legal charge (those words) on the register or is it a 'discount charge'
If it is a registered legal charge then you need more from the council, namely a form DS1 and this is what your solicitor is presumably chasing.
If it were a discount charge I doubt if your solicitor would be chasing the council as such charges are removed automatically as the discount period provided at the time has now passed
The delay is I suspect due to the time that has now passed since the charge and repayment took place. I would suggest escalating it with the council through their complaints procedure bearing in mind you/your solicitor may have already done so of course“Official Company Representative
