Local Authority LA Earnings Attachment

Hello All!
I have a LA Housing benefit HB debt as well as a council tax CT debt which I had reached an agreement and have been paying off.
My CT I have been paying off at £10pm and as of when this debt originated it was about £800 and stands at just over £400. I have just renewed my agreement with no issues.
However the HB stands at just over £600 and initially they were taking £50pm (they initially wanted £70) and before they were taking the £50, I was paying £20pm.
In August 2024, they were meant to review and for two months was giving me the run around so I stopped paying the £50 and was paying £30.
They were threatening me of attaching the debt to my earnings which I didn't and still don't agree with as I am struggling to pay my bills as it is. They then said when I complained about the attitude of the customer service person and the manager said that I continue to pay £30 till March 2025 and then it be reviewed again.
I did this and tried to call him this March and sent an email but received no response. I called back again this week and was told he was busy but would be called back.
He called back and was asking for a lump sum and then a monthly arrangement which he said he put in an email to me and frankly I did not see.
I told him I could not afford this and he was insistent that it would be an attachment to earnings or go to court. I then said I go to court and then he changed that it was not an option so it would be that attachment as it was the LA policy. I then bought up my CT as I did not have this issue and he did not say anything. He was rather insistent on this attachment to earnings.
I am struggling to even get into work which is 25 miles away from my home. I am not a spendthrift as I have nothing to spend.
My money goes on bills and necessities. They seem to think I should tell people that I am on direct debits with to reduce their money. If they were the type of companies to do so then I would. Other companies like Water have me on a payment plan so why is it different with them?
What can I do to stop this attachment to my earnings. They can already see my earnings and they have my budget.
