Parking ticket advice

I received a parking fine as the keeper on behalf of driver, who used a carpark which had ANPR fitted since the last time they used it 2 weeks prior. They had just pulled in to make a phone call as it is close to where they would join the motorway for a long journey.
I hadn't found the forums at the point of receiving the PCN, so did not structure a good appeal, although did not name driver.
PCN does not state which terms were breached, it's 70 miles away so I asked a family member who lives near the carpark to visit and snap some pics of the signage. At entrance it states 'see terms and conditions in carpark'. I presume driver breached 'no parking ouside of these hours'.
The driver states there was no lighting on site, therefore they did not see the new signage, so made an appeal based on this, as well as the fact the signage inviting drivers into the carpark which is the only place the terms and conditions can be read. Also feels the amount is grossly disproportionate to the time spent in the carpark, seems to be a grey area in regards 'consideration period'.
They used the carpark a fortnight before and did not receive a PCN therefore the ANPR cameras must have been installed between the 2 visits.
Their use of carpark was 9 minutes and they did not leave or turn off vehicle, but pulled up in a bay.
The retailer who the carpark serves is not interested in assisting.
I have since received an email from the parking company stating I have 28 days to name the driver, or else the appeal will be made/considered by them on my behalf as registered keeper.
Can anyone please look at the fine/email and evidence, to see wether I have good grounds to appeal, as don't want to be liable to paying an increased fee.

Its definitely NOT a fine, not from Parking Eye, it's a Parking Charge Notice from Parking Eye as it clearly states on the letter ( so not a fine, but an invoice for the alleged breach of the parking contract on that private property )
They appear to try to comply with Pofa 2012 , the warning paragraph is on the rear of the letter
You could name the driver if you dont want to be involved
Poor signage, new changes and no contract on offer out of hours are the main appeal points, the driver was stopped, not parked, declined any contract and left in less than 10 minutes
Tell the driver that in future use public highways, not private property when stopping, plus to always actively seek out and study the signage anywhere at all, not just on public roads, these traps are set deliberately, 5 minutes is a typical consideration time1
