Low mileage diesel, need to drain annual addblue tank??

Asking for a friend who has recently got a Wheelchair Access Citren Berlingo diesel with an addblue tank.
They are not planning to do many miles a year, (possibly only 2k). After doing some research I understand that the shelf life for Addblue is about 12 months. The Berlingo has a 17 litre tank that if filled will last around 7-8k miles, (ie possibly 3-4 years of motoring!).
Would it be best to keep the Addblue tank fairly low, and drain and re-fill it with "fresh" addblue at it's annual service??

    My 5008 has adblue, I do 3-3.5k a year and have a 19l tank.
    I've had a tank replacement but its a known fault on Peugeot's
    The pump went.
    The adblue has been topped up every year so far at service, never drained and refilled.
    Most garages do not include an adblue top up in a service.
    So wait for the light to come on with 1500 mile warning and add 10L of adblue.
    From memory you must add 5L or more for light to go out.
    Never buy from garages or store's that store the adblue out side in sun light.

    Adblue crystalizes over time, especially when in contact with air. I had a similar problem on the same car where it showed up as a pump error but was because the intake was clogged, which I fixed with some additive to break up the crystals and topped up the tank.

    So I'd recommend keeping the tank nearly full, and stick a bottle of additive in every time you top it up. If you press the spanner icon on the top of the steering column a few times it'll show you how much range you have left.

    I used something called Wynns Crystal Clean and Protect, which I think was about £4.50 in a local motor factors.
