    That does sound the most likely cohort not to have been migrated to ESA.
    (Perhaps not addressed before because not expected to be around for long?)

    Even if they abolish ESA as planned, would there be any reason they would have to also abolish IB?

    As Newcad say's, I believe if there is anyone receiving it very possible if institutionalized, you aren't going to hear about it because of data protection for those individuals because of the reasons they have ended up there within that system. So there could be tens of thousands within care system. And more than likely the money is going back into the system.

      And also on the legislation of proposals for ESA I read this. (For new claims)

    Any opinion from the OP as to if this is a change of direction for the forum to discuss policies and political views out the blue. Because I find it strange that directly above is a banner warning to avoid such debated topics.

    To get the main component of PIP, which is for extra daily living costs, you currently need between eight and 12 points in total (alongside meeting the other criteria).
    That needs rewording.
    There isn't a "main" component, the wording would tend to discriminate against those who only receive the Mobility component.
    Also it would be 8 points or more as how it's currently written someone with 13 or more points wouldn't receive anything.

    They want to change it so you need at least 4 points in any one category, plus at least 8 points overall -  for low rate PIP Daily living component
    No mention of any change to the points (was at least 12)  to receive high rate ....
    Getting around / mobility is so far unaffected !
    No mention of whether any present claimants will have to be reassessed.
    Are "ongoing period" recipients safe for, at least the remains of their 10 years ?
