Parents missing NI Years CF411A

My mum has 49 years NI and will be getting full state pension in May 25. My stepdad doesn't receive his full state pension and has missing Ni Years. He is already retired.
During the years 1992 to 2001 my mum claimed child allowance for 10 years ish and received NI years for this. Is it true that these years can be transferred from my mum to stepdad to allow them both to receive full state pension? I've heard elsewhere that form CF411A will help. The government helpline took ages to get through and they weren't very helpful.
Any help would be very much appreciated. I'm worried that even if it were possible....the time may have elapsed? Thanks. Mark

They could only be transferred to cover the same years as earned - are his gaps those years and does your mother have those years filled by other means.Were they in a relationship at that time - is he the father of the child ?There is a time limit on transferring but they can be flexible if you have good reason but that amount of time may be pushing it.0

Thanks Molerat. They are his children. They were living together all the way through this period. They got married in 93 and he didn't claim get NI for these years.
Is there any time limit on this and is the process simple? Cheers for everyone's help

The time limit is 12 months but they have been very flexible in the past, filling in the form is the only way to find out, there is instructions about delays in applying

I'm not sure that a) they'll go bac as far as that and b) that they will transfer the credits if she hadn't also obtained a full year via working (at least that's how it now works for Adult Childcare credits).0
