PCN from South Essex Parking Partnership

Hello, I’ve been reading through the posts from others who are new to this, but I’m still unsure whether my parking ticket is a private PCN (see photo). The ticket is the yellow widescreen one, and it was issued on the 1st of this month. Unfortunately, I missed the 14-day window to pay at the reduced price. Is there anything I can do now? Please see the photo for reference. Thanks in advance .

Unless you were involved in exempt activity like loading or unloading. It's a council PCN.
