Faulty machine - should I include evidence with the first appeal template?

Hi - and thanks in advance! 

Driver parked in an NCP car park and spend 25 minutes trying to pay - but 2 machines and neither was working (multiple other people also attempted and failed). The NCP app was also downloaded, but it wouldn't allow a payment method to be added and would just spin (and still does this 14 days later).

Having been stung before, a video was recorded of attempting to use the machine.

My question is - when submitting the appeal using the 'one size fits all' first appeal template in the newbies thread, I can't attach a video, but I could attach a screenshot from the video showing the machine saying 'transaction' cancelled and I could make reference to the full video being available to them if needed.

Would this be helpful to the appeal, or should I just stick with the standard appeal wording (or even just mention that the machines were broken but not mention I have evidence?).

    Definitely mention that the machines and app werent working when the driver tried to pay, evidence was obtained and will be used in any future appeal or court claim

    NCP tend to slightly more reasonable
    for some reason, so worth emailing them (no need to go through their website and tick their disclaimer, which I don't like).

    Non-POFA...date of incident was 04/03/2025. Date of sending was 18/03/2025, so assumed received 20/03/2025 (actually received 24/03/2025).

    It invites the keeper to pay or name the driver and doesn't mention any keeper liability.

    Perfect - thanks.  I'll use the standard template with a small addition (bullets 1 and 2 below) to evidence non-POFA. I won't muddy the waters with the fact that the machines weren't working or that I have video evidence unless they reject!

    I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
    The Notice to Keeper is not POFA compliant as it was not received within 14 days of the incident (incident date 04/03/2025, date of sending of Notice 18/03/2025. Second working day after date of sending was 20/03/2025 which is outside of the 14 day limit for POFA compliance)The operator has not shown that the individual who it is pursuing is in fact the driver who may have been potentially liable for the chargeThere will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.

    If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.

    If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.
