Sending cash to family via PayPal with HSBC credit card - treated as cash advance?

    Is there any reason to use PayPal for F&F?  Seems to me that Faster Payments and the likes of Wise are better suited.
    The main reason used to be to get free (no fees) cash from a credit card. 
    If it's a debit card, an e-mail address is easier to use than a 14-digit combination.

    In my case, I had a need to send the payments to family members anyway, so using a credit card to send the money for no additional charges was a no-brainer. Now PayPal is no longer free, I've switched to using direct Faster Payments.

    2.99% (min. £2.99) plus the interest from day one - as per the T&C.
    I was charged the minimum £2.99 fee as the payment was <£100, but I have just received the monthly statement containing the transaction, and for some reason I have not been charged any interest at all.

    Is there a way to send money from your Barclaycard to avoid the new F&F PayPal cash advance charges, using wise ? I need to do this and I have a Wise account
