One of my doorstep tiles has come loose. I don't know what to use to fix it back in place - there is very little room underneath the tile so maybe some sort of adhesive best? Pics attached.

Assuming that's mortar underneath, you would normally chisel it out and apply fresh mortar.
That said, something like gorilla glue would likely work.1 -
When you chisel out the mortar, it often happens with tiles and bricks that you break the bond with the next one. It's worth putting the angle grinder round the edges first.2

I used Gorilla Glue to fix a paving slab back in place some years ago. It hasn't moved since.1

Maybe an exterior version of no nails? Lots of brands out there, but I would go for one of the major brands, rather than a superstore own brand. Its one of those occasions where its cheaper in the long run. Have a look at the instructions to see if its suitable for job.Clean the old pug off the tile and the adjoining tiles as best as you can, and make sure there is no dust before application, vaccuum it out if possible.1
