Refunds from current rather than pending funds

Is this correct?
I have sold several items to the same buyer.
Postage price was agreed via message in advance (I said I would make a refund of the difference)
Buyer has paid for all items but obviously the funds are 'pending delivery '
But, the refund I have sent has been immediately removed from my available funds.
Should it not be removed from the 'pending' funds?
Basically seems like I am not only waiting (potentially 14 days) for my money but I also have to loan ebay the refund money as well!
