I agree with a couple of posts above. It is very simple to set up something to age 18, with a JISA being the starting point. It's much more complicated to restrict it to age 21. I would encourage it to be done now rather than in a will as they don't need to survive the full 7 years to avoid inheritance tax (if it applies at all). There is a sliding scale over that time.0
