Who wont be attending the final hearing   ?

    Which parking company   ?

    Which legal company   ?

You should assume that an advocate will attend the hearing, acting for the parking company

If you received a witness statement,  then that is the stage that you are at, so you should be submitting yours to your local civil court and to their legal company too, ASAP

Presumably you are near the hearing date?

Hounslow Enforcement Ltd. Gladstone solicitors who will not be attending the hearing. They have requested that the claim is decided in their absense

That's normal though, as we would hope you've read when doing your homework in preparation (read any other Gladstones hearing threads).

In the witness statement where I am required to include all the exhibits, should these be added after the signature and statement of truth? Also, in the “Facts and Sequence of Events” section, if I refer to a specific point and have photographic evidence to support it, is it appropriate to insert the image directly beneath the relevant paragraph?

    No and no.

Exhibits should be a separate merged PDF.
