Is it possible to use the same app on one iPhone for two different people (with different log in details)? I ask because my OH's iPhone is not on the minimum operating version, and so we wondered whether OH can use my iPhone which is a little newer. I've had a look on the internet, and it doesn't look promising, but just wanted clarification, please.

It's technically possible but it would depend on the app/bank. I can't see why you can't do your banking on the app, log out, and then allow you OH to log in.You both sound committed to each other & dependent on each other. So why not have one joint account and manage all the money in a single place?Personally, if my phone couldn't do banking with a certain bank, I'd change to a bank that isn't reliant on an app.1

It is not practical as the App is tied to your phone and your bank account, so for example, one of you makes a purchase that requires confirmation on the App, an it isn't the person who is logged in/registered... it can take an age to log-in, get security approval, etc., by which time the purchase has timed out. Also, if you use the phone for contactless payments that is going to limit you too. While some accounts send a text message, or an email, many use the App for increased security.1

What bank is the account with?1

It's unlikely this will work for several reasons. The app verifies the device using a unique device identifier and so will know that two people are using one device.
Also, if it passed the device verification checks then you'd need to completely log out of the app, so each time you'd have to re-authorise the device and log in as new.

If one phone is below the minimum required maybe it's time to think of upgrading?0

The best answer would be to upgrade the phone which is likely no longer getting OS and security updates which would make it unsafe to use for any apps, let alone banking.0 -
you can do.it on a samsung android phone with secure folder - one app in the folder, one outside it1
