You can't phone them as they don't want you to and you never ever speak to scammers anyway.
What ever you appeal it will fail I would just keep a screen shot of the error it gives more strings to your bow if you should need it.
But follow Half_way's advice above you have a speculative invoice from greedy Muppets it isn't a fine no big deal.

    Thanks,
I did contact Creative Parking LTD, which has a link back to CEL Appeals page on their website - i spoke to someone on the phone and they told me they just provide CEL with the equipment and gave me the email address of office@ce-service.co.uk to contact, no response as yet

I am even going to the stage where i am doing daily video recordings of screenshot of me trying to access the Web page entering the appeal details  and recording that its broken incase i need it for evidence later on!

Try the complaint link listed in the BPA AOS members list,  add the appeal to your complaint,  that would be the usual complaint route,  as advised by the BPA

    No, to clarify:

Gr1pr was telling you to put in the appeal as a complaint using CEL's complaints policy (that, if you can't find it, happens to be linked on the BPA AOS members' list).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
