Loss Adjuster wants to relocate my friend

Hi guys
Just like to pick your brains on something,
A friend of mine is in some distress at the moment. Basically her apartment had a water leak and flooded due to some issue with the pipes that apparently is affecting the rest of the building so she had to move into alternative accommodation temporality which the insurance company has agreed to pay via a loss adjuster called Sedgwick International.
She's been there a year however now what's happened is the loss adjuster has asked her to sign a contract of extension of tenancy, and then straight after withdrew her offer claiming that the insurance company no longer agree to pay for her current flat and would rather she moves to a hotel which they will fund. Which makes no sense because surely that would be more expensive for them.
I'm just struggling to understand what the legalities are here, are they within their right to do that? It just sounds like they're trying to save money and don't care where she's placed which is very unsettling for her.
Any advice on this would be much appreciated as I want to help her.

The issues tend to come up when there are say 4-6 weeks of works left but the landlord of the property isnt willing to extend the contract for anything less than 6 months. Understandably the insurer won't want to pay for a flat to sit empty for 5 months and it would potentially also breach the tenancy agreement were that to happen0
