I have some questions about UC online ID verification.

My brother is being transferred from ESA support group to UC sometime this year.
They would like to use online ID verification.
I have 3 questions if anyone who knows would be kind enough to answer.

1. They do not have a mobile phone. Is a mobile phone needed, for example a smartphone pictures or mobile phone text message code. Or can it be done with no mobile phone.

2. For online verification you need 2 forms of ID information. They have a P60 which is one. The other they might have is credit references or record the examples it gives are mobile phone contract, credit card. They do not have either of those but do have a mortgage which I guess is a form of credit. Will the online system be able to use info about their mortgage as one of the forms of identity verification.  

3. If able to do online ID verification. Will they still need to attend a face-to-face with the jobcentre to start their claim. As being in the ESA support group / UC LCWRA they are exempt from conditionality, no job search requirement, no work related activities requirements.
