Notice of Debt recovery unpaid parking charge

Received a notice of debt recovery for an unpaid parking charge from Direct Collection Bailiffs Ltd. Their client is Smart Parking (UK) Ltd. Date of contravention August 2021. This is the first I've heard. No previous letters. This letter says I can no longer appeal the parking charge. Advice please on where I begin - do I respond to dcbl? Contact Smart Parking ? Ignore it?

It's all in the newbies thread on here what to do with useless debt collectors letters but to summarise ignore them, and if as I suspect you are in Scotland you are really are in luck.0

Scotland = ignore.
The law and appeals will change in a year or so but right now that's the standard advice.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
