PIP and supported living

My autistic son lives in supported living accommodation and claims the highest rate of DLA for daily living and also mobility. He's not yet had a letter inviting him to apply for PIP. If after applying he fails to qualify for the daily living element by not scoring a 4 in an activity, this would leave him unable to afford his rent and other charges, so would his housing benefit increase to fill the gap?
I'm wondering if it would be possible to apply for PIP without waiting for the letter as the new rules aren't expected to come into force until November 2026.

How old is he? I believe the new rules are likely to make the changeover age from DLA to PIP 18 rather than 16.0
