Smart Meter install confusion

Hi,
Looking for some guidance. Switched to Fuse with the intention of getting onto a dual rate tariff. Before switching I made it clear that ! was in a poor signal area for a smart meter and was quite ok to send photos each month as that is a requiredment from Fuse anyway.
Person in the chat said it was fine and that I'd need a preconfigured dual rate meter.
Smart meter has been installed has rate one and two values and A+ value, which is total.
They are incrementing correctly. But Fuse are saying they can't switch me onto a dual rate without a switch to a manual meter.
Can someone clarify where I'm at or what I need to ask for to move this forward as I'm a bit put off atm.

What are the Rate 1 and Rate 2 values showing on the meter?
Whilst you say you are in a poor signal area, what are the Comms Unit lights doing? (Are you in the north - 2 LEDs, or the south - 5 LEDs of which 3 are normally active if you have no smart gas).0 -
What exactly do they mean by a manual meter ?A smart meter without active comms - I would suspect works as many old digital meters would do for a standard multirate tariff - 2 registers incrementing at the set times - as yours appear to be.0

Thanks for the replies. The values are in kWh and are correct as I said. The comms lights issue is another point (sw and wan are flashing one every five seconds) that only further convolutes an increasingly bizarre and frustrating chain of events. Read on.In an effort to reduce complexity I'm ruling out any smart meter signal stuff, as Fuse have stated the meter needs to be changed again. Could speculate as to why but these companies aren't exactly transparent. The fitter was a self employed and remarked how Fuse pay him straight away as opposed to other companies like Octopus.I only have electricity, am in a rural location in the south behind some hills to my small local O2 mast@Scot_39 I have no idea as the front line CS won't elaborate what a manual meter is, could be a manually configured smart meter? Or another type? Frustration is i saw all this coming as I'm lifelong into tech and only switched to Fuse becuase the guys on the chat said they would fit a and I quote '....0

Damn, guess that shows how emotion can confusion things. Chat messages are there. Did my default of leave it for a while and com back to it and I'll see it a bit clearer.Since spoken to someone at Outfox the market and they say my Smart meter is not commisioned as it's not appearing on the national database. So I will assume Fuse mean that they will need to send someone out to switch the current non commisioned smart meter for a manual digital type dual rate one that I've seen on grid connected solar installs. This is because the previous installer has been booked to fit and commision a normal Smart meter, found there was no/poor signal and left it uncommisioned. What I gather is 'commisioning' is only done on a Smart meter and is a word that has been chosen because you cant leave a meter in a non connected (signalwise) state, well you can but consumers wouldn't understand.and breathe..0
