Does anyone know if the will be entitled to a reduction with there council tax,
Ie. Is it means tested?
Has it is at the moment they are paying full council tax
They are in their 60s/ 70s

Unless he is classed as severely mentally disabled I think it unlikely. The following link has an eligibility checker.

He might be entitled to attendant allowance though and that is not means tested.0 -
They need to have been awarded Attendance Allowance first.
Then in England you go to your District Council, or their website, and complete the form. The form is normally quite short. Like Attendance Allowance it’s not means tested. A GP normally needs to sign the form. I’m not sure about Wales.

If they have got a Parkinson’s diagnosis, it’s definitely worth trying to apply for it.0 -
Depending on income and assets they may get some council tax support

When my Dad was diagnosed with Parkinson & claiming AA my parents received 25% discount on there council tax under SMI.My parents lived in Wales and had large amounts of savings.0

It will depend on how his Parkinson’s is affecting him. It’s not as simple as saying “he has Parkinson’s, therefore he will get the discount.” If it’s affecting his mental capacity then possibly yes; if not then no.
And will also depend on whether he wants to be labelled as severely mentally impaired if they don’t actually need the money. All shall be well, and all shall be well, and all manner of things shall be well.
Pedant alert - it's could have, not could of.1
