PCM Ticket - Residential Address - Visitor Space

Hi everyone, I’m hoping to get some advice on my situation.

I recently received a parking fine from PCM.

Where I live, each household has its own parking space, plus some common visitor spaces that are managed by PCM. Every household is given 60 visitor parking hours per month, and we’re required to start a parking session via their app whenever we use those spaces.

We have two cars in our household, and sometimes I use the visitor spaces for our second car. I always make sure to start a session using the app.

However, on 23rd of December, I had an extremely difficult shift at work. I arrived home around midnight, completely exhausted and sleep-deprived. Instead of parking further away like I usually do, I took one of the visitor spaces closer to home. Unfortunately, due to exhaustion, I forgot to start my parking session.

I remembered the next day around noon and immediately started a visitor session, but by then it was too late — PCM had already issued a ticket at 4 AM on Christmas Eve morning.

I appealed the fine, explaining that I’m a resident, I always use the app properly, and this was a one-off mistake due to exhaustion. Also I had over 50 hours I can use, I offered them they could reduce my hours. Unfortunately, my appeal was rejected.

Now I’ve received a letter from Trace Debt Collectors demanding £170.

I’m not sure what to do next. Should I pay the debt collector or ignore it? I’d really appreciate any advice from those who have experience with PCM or similar situations.

    Absolutely don't pay. 

    Nothing else to do until you get a Letter of Claim.

    Why on earth did the residents agree to these appalling prison terms? This isn't acceptable:

    "Where I live, each household has its own parking space, plus some common visitor spaces that are managed by PCM. Every household is given 60 visitor parking hours per month, and we’re required to start a parking session via their app whenever we use those spaces."

    You can't live like this. You realise PCM were outed on Watchdog as rogue traders?

    Are you a tenant or a leasehold owner?

    PCM are giving out tickets every day at my flats, all to residents who have either forgotten to display a resident permit or where it's not clearly enough displayed for the inspector's liking. I wonder if there's a way to band together and get PCM removed. The flat building management company are completely uninterested when I've called/emailed to complain.
