Appeal regardless, but especially if no postal notice has arrived by day 56 after the incident date
But
Work out day 33 following the popla code too, because you dont want to miss an appeal to popla due to a late submission
Ideally the day 33 popla expiry date would be later than the day 56 postal deadline date1 -
I did already explain what to do and when & how to work out the optimum day.

To round off the thread, POPLA confirmed that LPS have withdrawn the appeal meaning they have cancelled the parking charge.
Thanks for all the advice.
As it was never about the money, I have donated the £60 original charge to charity4 -
