Student Loans for UK citizens who have been out of the country for the last 5yrs

Hi - I wondered if anyone had any information regarding student loans qualifications. Our eldest has just started Uni in the UK (undergraduate) and we have been looking into whether he can apply for a maintenance loan. We have been living abroad for the last 5yrs and therefore doesn't qualify for a Loan for Uni fees but wondered if he could still apply for a loan for living costs? Thanks in advance.
