Ringo stress - please help!

Options
Ringo have issued me with a fine for parking in their Hampstead car park. The only way you can pay for parking is through the app which I found difficult to use as it is. I initially paid for 2 hours, from 4.02pm to 6.02pm. As it got closer to 6pm and I realised I'd be spending longer there, I went to extend my parking time there but had issues with my payment going through on the app so it didn't renew until 6.11. I renewed for another 2 hours even though I left shortly after. So there was 9 mins which I didn't pay for between 6.02-6.11pm due to issues with the app but I actually overpaid because I didn't stay for the duration of the extra 2 hours added. Do I have a leg to stand on here? I do feel that these companies try to extort money from people by making it as difficult as possible to pau.

It seems to be controlled by the City of London - should I complain to them or just respond to the parking fine company? I really don't know what to do

    Who issued the PCN?

Is it a Penalty or a Parking Charge Notice?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

@Coupon-mad thank you for your reply, it is a PCN issued by Horizon on behalf of the City of London

You were asked... "Is it a Penalty or a Parking Charge Notice?"

    You replied..."
    it is a PCN".

So is it a Penalty Notice from APCOA  ?  Or a Parking Charge Notice from APCOA   ?

Presumably its a Penalty Notice,  not a fine either and not issued by Ringo

So it isn't issued on behalf of the City of London then. It's just a private invoice.

Read a few APCOA threads. You cannot lose as long as you DON'T say who was driving.

@Coupon-mad thank you, it can get so confusing! Will definitely do some reading tomorrow. I plan on emailing and appealing but will use ‘I’ in terms of paying for the parking and ‘we’ (my partner and I - it was his car) for everything else without stating who was driving

I wouldn't use 'I' at all.  Stop. You aren't appealing with the story of what happened.

Use the words you find in every APCOA thread, about the fact that they can't hold the keeper liable.
