External wall insulation

Can anyone advise please /insulation was finished 3weeks ago .How long does it take to receive HANDOVER documents and if I do not receive them who can I go to for this .I can’t get any answers from the company who were a nightmare who have stopped talking to me .They are under trust mark and British assessment bureau. I been told they have no funding for the job so cannot understand why they continued with it.where do I stand with this ? I have a contract with them and also there was no mention of scaffolding on there .it was falling I reported to them n scaffolder but no one cared in end by mistake another scaffolder took it as I enquired he assumed I said take it but now the original scaffolder has got his scaffold.Can the company use that against me ? My understanding is that they don’t submit lodgement with trust mark BAB and ofgem they don’t get payed is this correct .Can they demand money from me ?Sorry for such thread ,I m so confused as should I wait ?or does paperwork comes in post and do they need my signature on it? Thsnks in advance

I'm afraid your post isn't very clear. There seems to be two issues here.
1) The scaffolding - does the original owner have it or has another scaffolder got it? If the original owner has it, I don't see an issue there and the scaffolding would appear to be irrelevant to the insulation.
2) Has this external insulation been completed or is it unfinished for some reason?
As you haven't said what your contract about the insulation says about how it's being funded or what conditions there are on you, it's impossible to comment about liabilities.
