Private land PCN but venue is closed

Hi all,
I have read the newbies thread and had a look around but not found a case like this.
Basically, I am an Uber driver and stopped literally where that blue Peugeot is. I was waiting around for a job, it was around 9AM in the morning and very quiet. I am hiring the car from someone and I have told them to let the company know that I am the hirer of the vehicle. What is different about the case is that I tried to contact the pub but on google it is saying that the pub is permanently closed and when I try to call them they say I have dialled an incorrect number. Does the fact the pub is closed change anything in my appeal process ?

What parking company?
There usually isn't an appeal process. Why would a private company cancel their invoice and not make a profit?
As for the pub, if the company that employed the parking company is now dissolved the invoice could well be unenforceable. Even if it isn't it does increase the likelihood they would
never attempt court and you'll just have the usual debt collection letters to ignore.3 -
Which parking firm is chasing you? The pub being permanently closed depends on with whom the PPC has contracted. If it is, for example, the brewery landowner, then it may not be relevant.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I parked here on the 23/02/2025.The person who I hired the car from first received a debt recovery letter from Debt recovery plus dated 06/03/2025. This genuinely confused me because how did they send a debt recovery letter before sending any other sort of letter where I could appeal. I just planned to ignore that but a few days later he received a letter from PCS ( Parking Collection Services) dated 6/03/2025 which I can appeal online. I told him to tell them that I was the hirer and I would deal with it. So yeah that is the situation at the moment. Please advise0

Drp and Pcs are the same debt collector company, so we really need to know the name of their client, the parking company3

And you can't appeal until the owner/keeper actually transfers liability online. Have they done that? Do you trust them to do it?
You need a NTH to arrive in your name.
By the way, DON'T wait on private land. Avoid car parks completely. DO NOT DRIVE IN,
Always use the street when waiting for passengers. Did you know you are allowed to use bays and even double yellow lines to pick up and set down passengers? Perfectly OK.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yeah will keep this in mind for the future just a silly mistake to make.3 -
Ok I have received this so I am assuming he passed on my details as the hirer. Interesting that it has taken nearly 2 weeks to arrive so I only have a few days until the 14 day discount is up. Not that I think that matters because I have absolutely 0 intention of paying this.
Looked at the newbies thread and this is what I have.
Dear Sir/Madam
I am the vehicle's hirer and keeper for the purpose of the corresponding definitions under Schedule 4 of the Protection of Freedoms Act 2012 (POFA) .
I believe that your signs fail the test of 'large lettering' and prominence, as established in ParkingEye Ltd v Beavis. Your unremarkable and obscure signs were not seen by the driver, are in very small print and the terms are not readable to drivers.
Further, I understand you do not own the car park and you have given me no information about your policy with the landowner or on site businesses, to cancel such a charge. So please supply that policy as required under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013.
There will be no admissions as to who was driving and no assumptions can be drawn. You must either offer me a POPLA code or cancel the charge.
Thank you for your cooperation and I look forward to receiving your response within the relevant timescales specified under the British Parking Association Ltd Code of Practice.

I also looked to see what evidence they had and the page is just coming up as loading but this is literally exactly what you see, the loading bar is not circling it is just stuck in that position. Have they literally just stuck a picture of that and they do not even have any footage I wonder. Should I include anything about this or the fact the pub is permanently closed, I did not even actually park there which I think the footage would support ?
