NS&I ‘Pin Locked’ issue

I’ve been having some trouble getting into the NS&I website to withdraw money from Premium Bonds. They say that my PIN is locked for some reason (even though I have no record of having a PIN) and the website tells me to call a phone number: 08085 007 007. Is this a scam? Should I be concerned? The website appears to be legit and it’s saying the same thing on their official app.
