Cleaning interior walls

The house I've moved into has cream anaglypta on the walls and it hasn't been cleaned or repainted for years - there are squares on the walls where pictures were taken down and all the bottom part is grubby because the previous occupants had a dog
I don't mind the anaglypta, can't be bothered with removing it anyway so I just plan to paint over it but do I need to clean the walls first and if so, how do I do it?
The skirtings I know to sugar soap but no idea about the walls

I thought it was usually painted too - but perhaps they didn't. think easier to tell nearer the joins etc
re cleaning it, maybe try a small area first ??0 -
I would have expected it be have been painted at least once suince hung, you could try cleaninga small inconspicous area with sugar soap. Another cleaner for wallpaper is soft white bread used like an eraser which migh work well on the picture squares.1
