Excel Parking PCN at Iceland - Parking ticket purchased but incomplete registration.

Can anyone please help.

My wife shopped at Iceland, purchased a parking ticket as normal (shops there most weekends), but this time only the last 3 letters of the number plate are display. She may have messed up.

Received a PCN from Excel Parking, I appealed as the register keeper (saying it was my wife), but they wrote back yesterday saying they want the driver to appeal stating their name and address, or authorise me.

Shall I just appeal again in her name, what are the chances of them cancelling the charge.
She did pay for the parking time.

Thanks.

Either you appeal based on the fact that the driver paid in full for parking,  ideally with proof of payment,  , OR , you name the driver with address and dob them in,  where they could appeal it based on full payment being made with proof of purchase

More importantly,  was it user error or a machine fault   ?

There is no way that Excel are going to cancel the PCN unless you complained about the pcn to the landowner or managing agents or business and get it cancelled through them. Known as plan A in the newbies sticky thread in announcements near the top of the forum

You can only appeal it in your own name,  not pretend to be someone else,  so either you appeal it,  or dob in the driver

If its user error,  it would be a major keying error where Excel should offer a settlement figure of £20

Doing it in her name won't be an issue.

They'll settle for £20 but why do you think this is her mess up? More likely the machine:

    Thanks for the replies,

My wife appealed and they rejected it saying that the terms of the car park were broken as the full registration was not entered.
Emailed Iceland customer service as well and they came back and said that, as the car park is operated by a third party there is nothing they can do.

Oh well, maybe go back to the specific store in person.

But under the Code of Practice re major keying errors, they had to now offer to settle at £20.

    Did they?

Thanks and sorry for the late reply.

No they did not offer £20, just the reduced payment of £60 for which the date has been extended from their original Charge Notice letter.

Well clearly she can appeal and win this at IAS then, if she appealed showing them it's a major keying error and they failed to offer to settle at £20 as per the daft Joint Code of Practice.

    Thanks, we will do that.
Still have the paid for parking ticket showing just the last 3 letters of the registration number.

I've appealed to IAS and Excel Parking have provided data from around the same time, before and after, showing purchased tickets for parking where the complete registration numbers have been entered correctly.

I had already uploaded an image of the purchased ticket, stating that somehow the ticket only shows the last 3 letters of the registration. Also that I have parked there many times and never had this problem.
It's not like I did not intend to pay, I paid for the parking, and stated they have failed to follow the keying error guidance.

(Putting "I" as in my wife, because she is appealing.)

So she just says Excel failed to abide by the joint Code and she quotes the bit about major keying errors and attaches proof (Excel's appeal rejection) that didn't offer the mandatory £20 settlement.
