Horizon parking charge

First of all thank you for all the work you do to help on this forum!
I came here for a bit of advice about a Horizon Parking Charge. I had read the newbies section and I think the RK in this case can appeal to Horizon for 2 main reasons. First of all, the PCN was issued more than ‘14 days beginning with the day after that on which the specified period of parking ended’ (parking 15/02, day after 16/02, plus 14 days = 01/03 and PCN was issued on 03/03). And secondly, it mentions the deadline as 28 days from the date of the PCN which again is not PoFA compliant. Please could you have a quick glance and confirm? I know they have been changing the wording in the last few months so I would like your opinion, please. Here is the wording on the letter:


"The Registered Keeper details of this vehicle have been requested from the DVLA through the reasonable cause criteria of pursuing an outstanding Parking Charge. As we (the creditor) do not know the driver's name or current postal address, you are now invited to either pay the charge, or if you were not the driver at the time, please provide us with the driver's full name and current postal address using the Contact details overleaf within 28 days and pass this Parking Charge to them.

Important Information about this Parking Charge
If, after 28 days, we have not received full payment, we have the right to recover the outstanding charge from the driver and further costs may be incurred in pursuit of the outstanding balance. Please inform us, within 28 days of the date of this Parking Charge, if you were not the keeper/driver of the vehicle on the day in question.

Vehicle Hirers and Transfer of Liability
If you were not the driver or owner of the vehicle stated when the parking breach occurred, please provide the full name and address of the driver/keeper at the time online at www.horizonparkingportal.co.uk or by post to: Horizon Parking Ltd, Finitor House, 2 Hanbury Road, Chelmsford, Essex, CM1 3AE so that the Parking Charge liability can be transferred. This information must be provided within 28 days of this Parking Charge."


The RK is worried another PCN may come their way so I was wondering if one can just mention one reason on this occasion (the late issue of charge) to have other arguments for the next battle. Or can one just use the standard template without mentioning any details as quoted on this forum before:

This is an appeal by the registered keeper - No driver details will be given. Please do NOT try the usual trick of asking for driver details in order to get around the fact your NtK does not comply with PoFA. As there is no keeper liability, therefore, liability cannot flow from the driver to the keeper and so, is an automatic win at POPLA. Please cancel the notice or issue a POPLA code at which point you will auto withdraw.

The name of the driver will not be disclosed. Please let me know your thoughts.
