SABA parking - no NTK - wrong VRM

Vehicle was parked at a SABA controlled tube station car park. Parking was paid for at the time however for the wrong vehicle on the account. Registered keeper first became aware when a letter from ZZPS arrived dated 03/03/25 (vehicle was parked 21/02/25). No NTK has ever been received.
SABA’s website has a clause for appeal when the wrong VRM has been input however requires the PCN reference which the RK does not have. RK is clearly at fault and agrees this however has not had opportunity to pay the penalty charge or appeal on the grounds of the payment being attributed to a different vehicle (both vehicles recorded on Pay by Phone app).
ZZPS have emailed RK directly (no knowledge of where they have obtained the email address from).
I have read the newbies forum but am perplexed - having never received an initial penalty charge, how can the RK appeal/what would next steps be in light of this?
Responses appreciated - the RK is in a profession where any debt recovery may appear on security clearance so is obviously concerned. TIA.

Why have you not received a NTK/PCN? Maybe your address on your V5C is not up-to-date, worth a check.1

No idea. The address is correct on V5C, it’s the only address the vehicle has been registered at. First the RK was aware of the mistake was the receipt of the letter from ZZPS1

Are they claiming that you were issued with a Parking Charge Notice (PCN) or a Penalty Notice (PN) under TfL byelaws? If the latter, it is a fake PN and nothing can happen to you. There can be no Keeper liability if it was a PCN and admitting to having made a genuine mistake and offering to pay up is the sign of very low-hanging fruit on the gullible tree.1

...and evidence of the date they actually sent the PCN (still not sure it is a PCN and not a fake PN) showing the date it was actually entered into the postal system as required by the PPSCoP section 8.1.2(e) Note 2.1
