Parking issue at new build developments (Barking Riverside)

We recently moved into a new-build apartment with an allocated parking bay. Currently, we have one car, but I’ve passed my test and will be getting my own soon. We were not told anything about not being able to park near without a bay.

However, new PCN signs have been installed and now state that only permitted cars in marked bays are allowed. Many residents parking outside these bays have received notices. Understandably, many are unhappy about this.

I’ve noticed some cars who have received notices multiple times still park there and aren’t getting notices anymore. Could this be because they’ve appealed this as being a resident?

If I park near the property and get a ticket, would I have a basis to challenge it? There’s plenty of space to park cars.

The whole development is private and parking is not managed by the local council they’ve given it PCN.

I’ve attached the sign. Any advise is help.

    No and no. BUT NEVER PAY ONE.

    Send all the residents here. Why on earth did the residents agree to this pointless permit scheme? Get PCM kicked out:

    Get the leaseholders together RIGHT NOW and copy what that poster did. Do it fast. You don't have to accept this. 

    Reality? Right now you CAN'T get a car.
