THEY NEED TO ASK ?!?!?!? And if they want supporting documents just dig out and READ the many complaints PPCs, IPC and BPA have received, motorists submitted appeals and let's not forget the industry's 'glowing' Trustpilot and Google reviews.
I'm saving my detailed response for the MHCLG consultation though maybe I'll submit a response saying the above attaching my BPA complaint ref. number and a link to my reviews online as supporting documents.3 -

Lots of very dubious self serving interpretations in that.
I would assess that it is designed only to confuse especially where many existing well-established and long-accepted principles seem to have been hijacked:“Landowner” means
Name of landowner:
The landowner is deemed so if they are the legal occupier of the land.So not the owner of the land then? Why try to subvert a legally accurate definition other than to confuse?
Stopping Zones: Parking Charges issued in a no stopping zone should be cancelled where there is
evidence it occurred in the following circumstances:
e) in recognition of the use of a zebra crossing by pedestrians; or
NOTE: This does not include where the vehicle is stopped at the zebra crossing to allow
a passenger to enter or exit the vehicle.
f) due to stationary or slow-queuing traffic preventing the vehicle from moving.The vehicle stops because it must, that's the Traffic Law.
