ECO4 Scheme offered and then refused

Hi, I recently applied for an ECO4 scheme through my energy provider.  Initially, they were very positive, sent me the forms for completion, which I returned.  They even scheduled an appointment for the survey.  

However, soon after, I got a message from the energy company's ECO4 admin that they can't book an appointment at my location and that it was all cancelled with no further details given.

I asked for a fuller explanation as to why but no further response.

Something feels wrong here - especially, in light of the fact that once I had filled out all the forms and handed over my personal data, the scheduled survey was cancelled.  Is there anything I can do to query this?  Perhaps raise it with Ofgem?
