Painting the garden wall question

I need to paint my tatty rendered garden wall, I have purchased masonry paint. Do I need to jet wash the wall beforehand or just paint with stabiliser? tia Also, any tips on the best way to do it will be gratefully received.

Yes, jetwash, and I'd suggest using an algae remover/killer first.
Why is it 'tatty'? What's the rendered surface like? Only use stabiliser if it's dusty/chalky/sandy/soft.

The paint is flaky in places. It doesn't look green or mossy.
