I have received a PCN notice to keeper for Max Stay Exceeded. I have a Blue Badge and was a passenger. The photo clearly shows my Blue Badge displayed. I have previously registered my Blue Badge with GA parking I but now have a new car. I am disable and have memory problems. In good faith I displayed my Blue Badge. Can I appeal or shout I pay now. Many thanks

Hello and welcome.
Let's try and fill in a few gaps.
GA Parking?? Are you writing about a railway station car park? Perhaps a railway station car park on railway property but managed by NCP.
What is the maximum stay allowed?
Which railway station?
You say you "have previously registered my Blue Badge with GA parking I but now have a new car".
Does that 'registration' include the identification of the car? If so, then perhaps the problem is that you failed to update GA/NCPs records at the time of change.

Complain to GA that NCP have breached the Equality Act 2010 by not providing a way to claim extra time as a disabled person, which is a statutory right,
Meanwhile appeal to NCP, not naming the driver. Say you were a passenger and not driving, and being a BB holder you were entitled to more time under statute law. In any case there's no keeper liability so cancel the PCN or lose at POPLA, NCP can choose.
Attach a pic of the BB but with the ref number & photo covered.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Great anglia
Easy no keeper liability appeal1 -
Thank you everyone. It is Greater Anglia railway. I have since looked at the terms and conditions and it seems that the car registration has to be uploaded again. I didn't understand that due to cognitive difficulties. I can't see that there is a maximum time. I am guessing I have exceeded the a drop off time because the car wasn't registered but my blue badge was. My blue badge is visible on the dash board and I thought that the cameras were capable of seeing that. Is this what I should be saying in my appeal? Do I complain separately to ga parking or is that part of my appeal? Many thanks.0
