How do I best cover the gaps in this fence?

Gaps are there in order to reduce wind resistant. 
Strange that the fence was obviously constructed from your side as shown by screws. I would have insisted that screws would be on fence owner's side.

The OP is perfectly entitled to add a decorative screen there - but not touching.
