Road resurfacing, potholes

    In my area a council flat bed transit with asphalt on the back drives around the roads and when he finds a pothole, shoves a load of asphalt in it and flattens it with a roller. 

    These repairs last a few months and eventually he's back doing it all again.

    The problems start if there's water underneath the patch. That water expands when it freezes, and loosens the grip of the patch, then more water gets in, etc etc.

    A good patch shouldn't NEED the edges to be tar-sealed, but it won't hurt.

    These potholes were filled with water, I guess they have a method to dry out the water.

    Chucking tar and gravel in will displace much of it, but not all. Sealing the edges is pointless if there's still some in there.

    Road resurfacing will be planned works, pothole repair will be reactive works. Probably 2 completely separate budgets. Most councils will weigh up the short and long term costs and do what's cheapest. Unfortunately they are £billions short of funding and most councils spend most of their money on social services anyway.

    It's alright saying they'd save money in the long run if they did a proper repair first, but they have to deal with potholes otherwise be liable for claims, but can't afford to resurface every time a pothole is reported.
