Does anyone know if you can use Viber Out on a World Wide plan to make calls within the UK if you live in the UK?

I received an answer from Viber re above:
"Both land lines and mobiles are included in the plan but be advised special or private numbers are not."
Viber Out looks very promising as a Skype alternative!0
