Is there a way to obtain a balance transfer cc with a set credit limit?

Options
Anyone else struggle to balance transfer to a new cc where the credit limit is never defined up front even on a soft search?

Just transfer as much as you can and then apply for another card if needed.

The credit limit will never be defined up-front.  An eligibility check (soft search) will sometimes (not always) give you an indication of what you might get, but even then it's nothing more than a rough estimate.  A lender cannot possibly decide how much they're willing to lend you until your application is processed and they've run all your data through their algorithms.

With Lloyds/Halifax/BoS/MBNA  if you qualify for a credit card with them you can do a 'soft' application and they will advise you of the potential limit - pending you passing their credit checks.

Likewise Natwest and so would assume the rest of their group

I've literally just done this as wanted to see where I'm at for when I apply later on this year and Lloyds asks you how much would ideal limit would you like and it tells you later what the limit is likely to be.
