    Schools have very limited periods of time where non essential repairs can be carried out. Summer holidays is the key period when many repair and upgrading works are carried out.  If the school and LA are aware it will be programmed eventually, but it won't be a case of a contractor being on site for every repair.

    Why don’t you just replace it yourself?
    because he wants someone else to incur the cost obviously whether it is legally his fence or not

    All the OP is trying to do is establish whose responsibility it is as it is not clear on the plans. A perfectly reasonable stance to take.
