PCN in England, registered keeper's address in Northern Ireland

My family seem to be breeding these PCNs at the minute.
PCN recently through my door for a breach at a shopping centre in England. Car is registered in Northern Ireland.
Before going into all the details of the alleged breach, does the fact the car is registered to an address in Northern Ireland provide the "Ignore if NI" protection or is it different as the carpark is in England?

It is only relevant to the address of the Keeper. As it is in NI, ignore them.3

RK address is in NI. That is what counts. Ignore everything. Don't overthink.3

My concern was the jurisdiction of the no RK liability and did that apply to the RK’s address or the location of the alleged offence. Similarly if an England based RK is “caught” in NI do they not have the no RK liability protection?
In my case, would any court action take place in England or NI. I know that almost certainly won’t happen as they need to know the driver, but interesting given the no RK liability is from NI “law” and not English “law”.Jim.0 -

Tracing addresses is a fairly common practice, doesn't cost much, less than 50p, perhaps they got lucky, or somebody told them ?
Ignore them unless you receive a Letter of Claim or a Court claim
Meanwhile, if its registered In N.I. , you definitely dont want to be contacting them as the driver1 -

If it were me, I'd transfer liability to the driver giving the NI address.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
