    So that's the stage the driver is at.

    All covered in the NEWBIES thread. What's the query?
    Just seems a bit odd to me that the PPC write to the driver asking the driver to name the driver before they can consider the drivers appeal. The driver has already been named by the rk and received their own PCN which the driver dealt with and submitted an appeal. The PPC ignored drivers appeal as they claim the driver didn't respond to their previous letter asking the driver to name the driver.

    Left to the RK this would have been paid without question. As UKPC withdrew do they still have to pay the popla fee (I hope so) :)
