UKPS PCN staying in car park for 10 minutes without using retailer

My partner has recently been issued a PCN at a car park that requires users to be customers of the retail park. She parked there due to extenuating circumstances and wanting a safe place to stop and inspect her vehicle. She never left the vehicle and was trying to inspect her vehicle for any major damage/road worthiness. The time stamps provided in the PCN shows that she was there for 10 minutes 4 seconds.
We have tried appealing with the parking company using the template but to no success. We are also trying to see if the retailers/landlord would be willing to help cancel the ticket due to our circumstances and this is currently underway.
currently we are at the stage of choosing to appeal to the IAS, I know the newcomer thread advises not to appeal at all and to wait for further action. I was wondering if we had any grounds for appealing, or if we would have a strong case should this go to court. I am bit concerned as I have just found out that the recommended minimal consideration period for such car parks are 5 minutes so she would have been well above that.

Parking companies exist to make money they have engineered all sorts of terms and traps to make as much as they can, appeals are rarely successful as that goes against their business model. They even give their "services" free to the landowner and in some cases pay the landowner to skim PCN money on a busy large site.The IPC/IAS are in on the scam you are wasting your time with them.Follow the advice on here, don't think of PPC's as having any authority other than any trading business does, and certainly never think of them as being fair and above board they most certainly are not.2

Thank you for your responses. Seeing the defences for the 5 minute rule is a bit reassuring. I was just a bit unsure as in our case the car park was actually free to use for customers of the car park, and we did not use any of the retailers at this visit (though we have previously been customers of the retailers there).
Unfortunately, I have reached an impasse in trying to contact the landowner as none of the retailers there seem to be able to help. At this stage we have decided to wait and see if they try to send us to court.
Another question, if we were to move, would we need to inform both the UKPS and any potential debt recovery agencies that they employ?0 -
