Universal credit/state pension

Hi, please can anyone advise, my partner claimed child benefit from 1999 onwards but because ni numbers where not on records kept by child benefit in these years they are now saying there is no record if this so he has lost ni contributions for 11 years, he gets his state pension in may 2025 and is not getting full pension because of this.
