If you are ever in York, go look at the pubs on King's Staithe. They flood (river) multiple times a year. If you furnish this space, learn your lessons from them. Only use stuff that can cope with being hosed down.
Another point from the local situation, I have a cellar with ventilation. I'll only close that in very cold weather.
The adjacent houses built at the same time bricked up their windows. Both report that in summer the walls get damp. Warm water holding air still gets in and condenses on the cooler walls. One has just had vents added.
