Tik Tok Coins

Hi. I received an email from Google Play saying I had purchased Tik Tok coins for £19:99. I’ve never purchased anything from Tik Tok. The payment was showing on my PayPal account. Im going round in circles with PayPal and Google trying to sort this out. Google has said it can’t be refunded due to the transaction type but don’t explain why this is. PayPal keep telling me Google are blocked from applying for payments but it’s now showing again. Anyone else’s been through this issue
